The Tonbridge Masterplan Framework explores a series of development scenarios to help unlock key town centre sites.
The Masterplan Framework sets out an ambitious vision for the future of council-owned land and buildings at the heart of the town. Spanning 4 hectares and set in the heart of Kent, Tonbridge is defined by an unusually rich mix of heritage, landscape and urban character. The town centre brings together Tonbridge Castle, preserved in remarkable condition since the 13th century, the River Medway, green belt land that also functions as floodplain, a historic high street shaped by centuries of change, and an industrial quarter with large-format retail. This layered setting provides a unique context to work with for planning the next chapter for the future of Tonbridge.

At the core of the framework is the opportunity to rethink how the town centre works for its community, including the potential relocation of the Angel Leisure Centre, a much-valued public facility on the riverfront. The masterplan tests how this and other strategic moves could open up new possibilities for housing, public space, community infrastructure and movement.

Masterplanning strategies had to be underpinned by more detailed design work to address some of the site constraints, including the fluvial flood risk.

Mace and Periscope led the preparation of the masterplan framework and spatial development proposals, supported by viability and delivery advice from Vail Williams to ensure the vision was grounded in deliverability. Periscope tested the capacity for over 120 new homes across a range of typologies and massing options, alongside new social infrastructure including a primary healthcare facility. Periscope also led the public realm strategy, shaping a new linear park along the river and strengthening east–west connections across the town centre.
